The Challenge

ServiceMaster was awarded the school cleaning contract for three Merchant Taylors’ School sites following a competitive tender process. The mobilisation involved the TUPE transfer of 20 cleaning operatives from the incumbent contractor, many of whom had previously worked directly for the schools before outsourcing arrangements were introduced.

A detailed pre-mobilisation review identified several challenges that needed to be addressed to ensure a successful transition. These included: inconsistent cleaning standards, varying skill levels across the workforce, an ageing employee profile, poor attendance records, low staff morale and a lack of effective leadership and accountability.

There was also significant concern amongst employees regarding the contract change, driven by previous experiences of outsourcing and a high volume of historic payroll queries.

The schools required a seamless transition with no disruption to operations, immediate improvements in cleaning standards and clear communication throughout the mobilisation process.

Our Solution

ServiceMaster implemented a structured mobilisation programme led by our Operations Manager, HR Team and dedicated Account Manager. A comprehensive TUPE consultation process was undertaken, including group briefings and individual one-to-one meetings with every transferring employee. This ensured concerns were addressed, expectations were clearly communicated and employees felt supported throughout the transition.

Prior to contract commencement, all transferring employees completed a five-day induction and training programme covering:

  • COSHH and Health & Safety compliance.

To resolve payroll and attendance concerns, ServiceMaster introduced a digital time and attendance system integrated with payroll, backed by full HR support to ensure a smooth transition.

 

A revised management structure brought clear leadership and accountability, with supervisors taking on defined responsibilities and regular quality inspections driving ongoing coaching and improvement.

 

Ahead of the contract start date, specialist technical teams carried out a full deep clean and floor restoration across all three schools — ensuring the contract launched from a high standard from day one.

The mobilisation was delivered successfully, on time and without disruption to school operations.
